Head of Education for Southern Africa
Since 2022, Peter has been Head of Education for Southern Africa at the UNESCO Regional Office in Harare where he overseas the Priority Africa education work in education for sustainable development, teacher education, TVET and higher education across nine countries. Prior to this, Dr Wells was Chief of Global Higher Education at UNESCO Headquarters in Paris. In this role he led UNESCO’s priority areas of work on quality higher education with an emphasis on widening access, quality enhancement and academic mobility, the latter reinforced by the Global Convention on the Recognition of Qualifications concerning Higher Education adopted in 2019. In this capacity Peter also drafted the text of the Addis Convention for Africa, the Buenos Aires Convention for Latin America and the Caribbean, and the revised Convention for the Arab States – each of which has quality assurance and university cooperation in teaching and research as a foundation. In May 2022, Dr Wells and his HE Team organized the 3rd UNESCO World Conference on Higher Education - a key landmark event which set the roadmap agenda for higher education and the 2030 SDG Agenda for all members states of UNESCO. Peter is author of policy papers, articles, and monographs on the topics of education reforms, quality assurance, internationalization, digital transformation, university rankings, and equity and inclusion in national HE systems. Originally from the UK, Peter has taught at the HE and TVET levels in the USA, Poland, the United Arab Emirates, and Romania. He holds a Master’s degree in International Relations and a Doctorate in Quality Enhancement of Higher Tertiary Education.
